Qt allows toolbars to be floatable, that means the user can drag it away from it's normal position in the window and the toolbar becomes its own floating window. This is default behavior of Qt, and Picard allows this (except on macOS, where this is disabled by default).
But there is a bug in Qt where these floating toolbars are always displayed in the middle of the screen and cannot be moved by the user, see https://bugreports.qt.io/browse/QTBUG-92191
This means the user can drag a toolbar to be floatable, but cannot drag it back to dock it again.
This is a Qt bug and we cannot fix the core issue on Picard. But to prevent the user getting into a situation they cannot resolved we should consider disabling the floating on Wayland completely. I also assume only very few people make use of this feature.
