User dpr is experiencing the following:

Settings: Minimal genre use is 0% and max number of genres is set as 10

However a recording is not being tagged as 'christmas-music' on their track when that tag only has a single vote. When another vote is added the tag is pulled by Picard. Removing the second tag again no longer applies the tag in Picard.
