When using the Window installer the user is prompted to uninstall the previous installation. This was done to avoid incompatibility with older DLLs and other left over files to avoid issues like PICARD-2692.
However, when the user clicks "Ok" on the uninstallation prompt the uninstaller is started, but the user can cancel the uninstaller. In this case the installation proceeds without the uninstall having been performed.
