[PICARD-2708] I can't open picard. I have uninstalled it, I have uninstalled puthon and still can't get Picard to start

Great it worked for you. It previously failed because uninstallation was incomplete and left over files from the previous install caused incompatibilities. See PICARD-2692 for details.

I deleted picard, restarted my computer and installed picard again and now it works.  Not sure why it didn't work before?

Did you have Picard running while doing the uninstall / install? Winrows can't replace or remove files while in use. The error indicates an incomplete install.

Please make sure Picard is not running, uninstall the previous install (the installer will prompt you to do so) and do a fresh install
