On startup there is an error in console but no immediate disfunction apparently.
E: 22:48:52,893 util/pipe.send_to_pipe:274: pipe sender exception: (2, 'CreateFile', 'The system cannot find the file specified.')
But upon closing the window Picard can crash instead:

Additionally its processes aren't actually killed, they keep running in background and prevent the portable version from being started again. The only solution seems to kill the process in task manager.
Unfortunately I wasn't able to reliably reproduce this yet.
