Related to PICARD-2963 and PICARD-1257

When moving a single file / track back to the clustered view, then force it to be clustered even though there is only one item. This would be helpful in cases where you have to manually move files back to Clustered one-by-one but you know they belong to the same cluster.

Looking at 2963, this could potentially be an additional item in the context menu that forces clustering

The difference between this ticket and 1257 is that 1257 seems to talk about a single Unclustered file to Clustered, this ticket is about moving a single matched file from a Release back to Clustered
