When adding a file naming procedure that signs to "nothing" the options dialog is not available anymore. Also re-installation of Picard does not fix the problem. Simple example of bad file naming script:

$if(%version%,Anything,)

Workaround:
If the options dialog does not come up anymore use regedit to fix the key
HKEY_CURRENT_USER\Software\MusicBrainz\Picard\setting\file_naming_format to a standard entry.
