With ListenBrainz submission disabled in the options, Picard still submits queued listens on startup and keeps retrying every 2 minutes:

Cause: ListenBrainzSubmissionService._init_ loads the persisted queue and ListenQueue.load() starts the submission timer, independent of the listenbrainz_enabled setting. The enable()/disable() gating only connects the player signals, not the queue's submission timer.

Fix: load the persisted queue without starting submission; start submitting only when the service is enabled (enable() -> queue.start()) and stop when disabled (disable() -> queue.stop()). The queue is still persisted while disabled so no listens are lost.
