Plugins may need to modify actions added to the Plugin Tools menu to reflect updates to plugin settings or other conditions.  For example the actions could be disabled depending on the user settings for the plugin.  This is currently possible.

The issue is that any time the Plugin Tools menu is updated (recreated), all actions are added in the enabled state.  This Plugin Tools menu update could be triggered by enabling or disabling a different plugin.  There is no way for the original plugin to know that the menu has been regenerated, and that it needs to reapply the active states to its actions.

Consider adding a signal from the main menu when the Plugin Tools menu has been rebuilt, that can be used to trigger actions by plugins.
