If the local umask setting for the user compiling picard does not happen to be at least as permissive as 022, the files in the build directory will not be readable for other users, which is not bad.

But this permission of the libraries is not set correctly while installing, therefore the installation will be readably by root only. Trying to run picard will give "library not found" errors and confuse the users (me).
