Picard 1.2 on Windows does not support OggOpus due to wrong Mutagen version

      Picard 1.2 on Windows ships with Mutagen 1.20 instead of 1.21 and thus does not support OggOpus. For some reason it does ship the file mutagen/oggopus.pyo, though, which causes Picard to display support for OggOpus. Replacing mutagen with version 1.21 fixes the issue.

      Solution is easy: Ship mutagen. I think this is a reason to release Picard 1.2.1 for Windows.
