Use standard directory locations in Mac OS X for support files & folders

      Currently the instructions for plug-ins for Picard specify the same directories on both Linux and OS X. On OS X this presents a very user unfriendly way of accessing Picard's features. Instead, support folders for Picard should be created in the standard locations to better fit into the OS X experience & expectations.

      Instead of creating a directory at ~/.config/MusicBrainz/Picard/plugins, the following directories should be made:

      • ~/Library/Application Support/MusicBrainz/
        • Picard
          • plugins
          • Any other non-cache files Picard needs to store between sessions.

      Picard should also be able to look in /Library/Application Support/MusicBrainz/Picard/ as well for support files (an administrator may have to create that directory structure instead, but Picard should look there for global support items before loading local support items).
