Running From the Source Tree doesn't include contrib/plugins

      If I run Picard using ./tagger.py or `python2 tagger.py` from the root of my git clone, it doesn't register the plugins in contrib/plugins. It doesn't pick up the system-installed Picard's plugins either, but does pick up the user installed ones in ~/.config/.
