Picard does not come to the foreground when using the Application Switcher

      For some time in the 1.3.x branch of Picard I've gotten the weirdest usability bug: When using the Application Switcher (the list of applications brought up when hitting Command-Tab) to change programs, the Picard main window does not come to the foreground. I have to click on the window itself to bring it to the fore from the background or use Exposé to show all my windows, then click on the Picard window. Additionally, the Menu Bar may not switch over to Picard either without clicking on the window.

      Part of the problem is that this is intermittent. Sometimes it works fine, other it does not respond.

      The bug persists into macOS 10.12.
