I just noticed this issue yesterday (2016-04-21), that Picard will not load the album information from the website. When I click the tagger button it puts [loading album information] into Picard. On the very bottom of the window the pending request arrow jumps between 1 and 2. When I add more albums to load the number in pending request just goes up by 1. If I add a second album it will then jump between 2 and 3.

I thought the server was just having a high volume of traffic, but I tried again this morning (2016-04-22) and it is still doing the exact same thing. It was working last week just fine and nothing has changed. The computer has been off since last week. It does not matter what album I pick off the website, it will not load any album info into Picard. I have let it sit for hours and it does nothing.
