Add a new v2 end point to the picard website for picard plugins. Solidify plugin contribution guidelines and provide concrete set of rules / a api wrapper for plugin UI interaction. Cross platform and i18n support also has to be considered.

Also a port of all the existing plugins to pyqt5/py3.
