Categorize Picard plugins better in documentation

      The number of plugins (and their current state legacy vs. NGS-suitable) is getting a bit unmanageable at http://musicbrainz.org/doc/Picard_Plugins . I suggested breaking them into categories here http://forums.musicbrainz.org/viewtopic.php?pid=14381#p14381
