The old search server kept getting overloaded because of a few long running queries that ended up piling up massive amount of queries, bringing down everything with little chance of recovery.

We need to ensure that the new SOLR setup cancels queries that take longer than x ms (current production value: 1000ms). If this is already setup and done, there is nothing to do in this ticket.
