The English capitalization guidelines leave it somewhat ambiguous as to whether the list of short prepositions in 2c is exhaustive. This leads to confusion on whether, e.g., "out" should be treated as a short preposition when used prepositionally or whether it should always be capitalized.

I propose that the text of 2c be amended to clearly indicate exhaustiveness, along the lines of The following short prepositions, exhaustively or Short prepositions such as the following.
