Given a specification (and possibly some code in R) implement a function that compares two low-level tacos and determines if they are effectively "the same". Tacos generated from two difference source files are almost guaranteed to have some minor differences. The specification will give details on how to compare two tacos and what criteria for each data point would cause it to be considered the same or different.

The goal of this ticket is to create a compare_taco function (or class) that takes two tacos and returns True/False whether or not they are the same.
