Pull MeB user area (OAuth)

      Users already set their area in MusicBrainz. This function will eventually be moved to MeB/OAuth to be made available for other projects, and can then be pulled by LB.

      This is particularly relevant for LB, as we want to be able to show event recommendations/notifications.
