Create a service alerts telegram group with the LB team members

      This is to have a separate channel with much less traffic than the general MetaBrainz-wide alerts channel, and would allow the LB team to fix major issues that interrupt service:

      • website is down
      • listen ingester queue is growing (= timescale-writer is down)
      • stats haven't been generated since X date-time (see LB-1674)
