The context of this is to create an alert when stats haven't been calculated in the expected time frame, meaning users don't have their fresh stats at the expected time.

This would require:

• writing the timestamp somewhere at the end of stats calculation
• create an endpoint where this timestamp can be retrieved
• create an alert (in grafana?) that triggers if the timestamp hasn't changed within the expected time
• send that alert to the LB team (see LB-1673)
