Fix DB setup scripts in manage.py

      This issue is in continuation to LB-500.

      A similar error is thrown when running 

      ./develop.sh manage init_db -f

      or 

      ./develop.sh manage init_msb_db -f  

      due to similar reasons and hence a similar fix can be applied.
