Set up local MB instance on sakura for CritiqueBrainz

      It would be great to have a setup similar to AcousticBrainz where we have a local MusicBrainz web service available. It would fix some big problems that we have with requests to a remote server:

      • delays caused by multiple queries that we need to make on most pages (release group/artist info lookup)
      • issues related to rate limiting (see attachment)
