Right now MusicBrainz user admins' e-mails get collected when a report is about to be sent and added individually to the "To:" header. This makes them harder to filter, harder to manage, and doesn't leave a paper trail (e.g., for a future community manager wanting to investing earlier reports of a given user). There has been a mailing list for MB user admins for a while and I've tried to remember to send replies and follow-ups to that mailing list, but it's a bit of a bother to weed out all the existing recipients (in some instances) and it doesn't place a copy of the original report in said mailing list's archive.
This also allows any user admins not interested in receiving the reports to configure their mailing list settings to only see the messages on the web interface, or to get digests.
