Adding a duplicate work attribute leads to an empty edit

      Found this while testing for MBS-11605: https://test.musicbrainz.org/edit/70320959

      Adding a work attribute with the same type and value leads to a seemingly empty edit instead of it being rejected outright. The edit data itself does contain a change, but because of deduplication, that change is ignored.

      I haven't tested on prod but I have no reason to think it doesn't also happen there.
