As per the comments in MBS-11173 - it seems the system added with that ticket does not cancel editors' votes if they have been restricted from voting in the meantime. As an example, an editor might enter some votes, then be blocked from editing and writing notes (because of abusive notes or whatnot), then delete their account or have the account deleted by an admin for further transgressions. In this case, we currently seem not to actually change any existing votes since the "cannot vote" check stops the vote changes from happening.
