Specify the formatting options for user bios and collection descriptions

      As indicated on MBS-12168, these use the same formatting as annotations. But while "Edit annotation" has an "Annotation Formatting" section that indicates what formatting options are available, neither of these gives any info, just presenting the user with a blank box.
