Reorder quick links in more intuitive order

      Currently, when looking at an entity edits / open edits, quick links are:

      Quick links: Search for edits | Refine this search | <Open/All> edits for this entity | Open edits | Subscribed entities | Subscribed editors | Voting suggestions

      I think we should keep entity's related quick links first (and maybe put them in bold), then user related quick links, then the general/generic quick links.

      Something like:

      Quick links: <Open/All> edits for this entity | Refine this search | Subscribed entities | Subscribed editors | Open edits | Voting suggestions | Search for edits
