We made it so beginner editors can vote and leave edit notes with MBS-10614. While notes seem not to have caused any issues, voting has been abused by sockpuppeteers fairly often since. We should probably add a restriction for voting again. This could be the same as it used to be ("beginner" so two weeks old account and 10 accepted edits), or it could be a less strict one (a week, or even a couple days). The main interest would be in stopping users from being able to create n accounts and immediately use them to vote on their own edits, so even a moderate delay would probably see a significant improvement.
