Special capitalization of dotted/dotless i/ı in Turkish

      Turkish has special rules on capitalization for the letter I/i.

      Unlike most languages, where I <-> i, Turkish has separate dotted and dotless versions of the letter I, and the capitalization mapping is I <-> ı and İ <-> i.

      If an album language is marked as Turkish, Guess Case should use this alternate mapping.

      Regardless of the album language, Guess Case currently performs the mappings ı -> I and İ -> i; this is correct, and should not change.

      Note: this should be applied to Azerbaijani, Crimean Tatar, Kazakh and Tatar too, although their use in MB is probably much lower.
