Require an edit note for all destructive edits

      It is hard to verify most of the edits we get, but at least most are easy to fix. Destructive edits are not, so I think we should force entering an edit note for them. Either it is meaningful, which will help voting, or it is a piece of crap like "Removing relationship" or "fdsfsjcpdsipvhdsipgh", which would warrant a direct No vote and a note asking for some real info.
