Prevent editors from entering URLs that differ only in encoding

      Here are two identical URLs:
      http://musicbrainz.org/url/ae96edcd-93f9-42b8-bbcc-f144b97536a7
      http://musicbrainz.org/url/247c34fe-7939-4cc4-b35f-3fe7ab8aabf6

      As voiceinsideyou noted this is because the two URLs are encoded differently. This should be detected by the system and the URLs should be stored in one (normalized) fashion.
