Add time parsing for events

      It would be nice to be understand different separators, like "18.00" and 12 hour clock times, like"6 pm".

      There's some code/tests in https://bitbucket.org/96187/musicbrainz-server/branch/schema-change-time-parsing if someone wants to reuse that.
