Blacklist Jaikoz from making barcode edits

      The "edit barcode" edits made by Jaikoz users are almost never right (it's not just the wrong release of a release group, it's often unrelated, or applying the same barcode to multiple releases), and I suppose there is something very wrong in how Jaikoz presents it to the user. The edits are also often grouped (applying barcodes to multiple releases at once) which is also unworkable (if only one release is wrong, you have to vote No on the whole edit).

      In its current state, it only burdens voters and adds wrong and confusing information.

      Since the client announces itself (it is shown in the edit), this should be easy to do.

          Maybe we should block android app from making Edit barcodes edits.
          Or we should even stop Edit barcodes edit completely.

          Edit barcodes edits that submit several barcodes at once are a nightmare to review.
          We could block this as there is no reason to submit various completely unrelated barcodes at once.

          In the #MetaBrainz meeting on 2016-02-08, it was decided to ban Jaikoz and, if possible, make WS submitted barcodes be voteable, non-auto edits.

          My gut feeling is that we should just deprecate the ability to submit barcodes via the WS. I'm not sure why it even exists but I've rarely seen it used right.
