Interface to remove usernames from blocked list

      While we now block usernames of users that delete themselves, sometimes they delete themselves by mistake, or maybe they change their mind later.

      We have had at least one person write support@ requesting a release of a username because they deleted their account and then went to make a new one, but couldn't, because their old username was now blocked.
