We should add a new editor account type tentatively called "spam ninja".

This account should be able to immediately cause entities to be removed from the database (either be actually cause an entity deletion or by blanking the entity and renaming it "[spam]" and letting ModBot pick it up) as well as blanking edit notes (replacing edit notes with something like "[content was spam, so removed]" - perhaps make a hidden flag for edit notes (though that would be a schema change), that will hide the edit note?).
