Currently, all options are possible whatever type of artist is entered. But I believe the intention is to have a distinction between a legal person (Mr Dick) and a stagename/character (Fish). As there is no way to add 'just' a legal name, see eg https://musicbrainz.org/edit/57074873 , to an artists, it could be clearer when what applies.
So possibly remove birthdate at the character: https://musicbrainz.org/artist/b81d55fe-a17d-4100-91ad-4dd76be51345
and replace that with 'start-end'
And have releases under the legal person grouped per character/artistname.
eg https://musicbrainz.org/artist/23cb5ee8-0d63-4e39-8d0e-8541d6d2483b
does not show any releases, but Hila has one:
https://musicbrainz.org/artist/b81d55fe-a17d-4100-91ad-4dd76be51345
This would also help in reducing duplicated entries (eg one wiki page applied to multiple artist entries).
