I'd like to have the option to scrobble songs that are less than 30 seconds long. I understand that the limitation is in place currently to avoid scrobbling ads on YouTube or Spotify, but as someone who uses Newpipe as a YouTube client, I'd like to be able to accurately report that I listened to the whole Undertale soundtrack, including the sub-30 second songs.
Additionally, I think this toggle should be on a per-app basis since some apps have ads and others do not.

This was also dicussed on the forum https://community.metabrainz.org/t/are-short-scrobbles-allowed/667341

I think this should take the form of a new setting like in PanoScrobbler where the user could set the amount of playback time required before sending a listen.
Barring a way to detect the end of song playback vs. skipped (and consequently that I listened to the whole song), I think this is probably the best approach.
In PanoScrobbler there are two sliders for percentage and time elapsed, and the mention that the smallest of the two delays will apply (so for example with settings of 50% and 30 seconds, if I listen to a 30s track for 16 seconds [>50%] it will send a listen).

Another good setting, somewhat related, would be a delay before allowing to send a listen for the same song as last submitted listen.
This relates to MOBILE-219 as some apps can send new notifications every 15 seconds.

As someone who listens to genres with a lot of short songs (often under 30 seconds), +1 to an option (or auto-detecting Spotify ads and not submitting them)
