Alert if Embedded CoverArt is too large, and offer user option to Resize

      If a user is attempting to embed coverart into a FLAC file, and that file is too large (>16MiB) then Picard errors, and the file appears in the GUI with a Red icon indicating an issue.

      This proposal is to work around this issue:

      1. Extend the options under coverart to 'automatically resize if too large'
      2. Implement changes to check if the image we are trying to embed is >12 MiB
      3. Resize Image, or re-encode image, to ensure it is <12MiB
