Allow CAA cover art provider to fetch smaller size if target size does not exist

      I have several albums which show a loading error. I have tracked this down to Cover Art Archive plugin issues:

      a. I have CAA set to 1200px.

      b. It gets the CAA JSON which lists 1200px front cover.

      c. It tries to get the 1200px front cover which gives a 404 error (or possibly a different error). Cover Art loading ceases and album gets an error mark.

      Questions:

      1. Should CAA plugin try to download different size art if they get a download failure of the selected size? Should it try to first get a bigger one, and if not then try for a smaller one? Or should it give up and go on to the next provider?
      2. Should Picard try other plugins if the CAA download fails. I have several other providers listed after CAA, but they are not tried.
      3. Should Picard try to get the required size from another plugin, and then return to CAA for a different size if the other plugins cannot get it? (Do we then need a global size target for cover art rather than sizes for each plugin?)
      4. Should you only get an album error if the required size cover art cannot be obtained? Or if no cover art can be obtained?
