There's a problem with Kodi inability to handle Flac files that have empty seektable.

Having this as an option, users may fix their files and happily get Kodi working.

Acceptance Criteria:

 - new checkbox in the tags option to allow turning this functionality on/off False by default

 - flac file should get one at least one seekpoint in the seektable if there are any samples

 - And error should be logged if the file has no samples

A patch file has been already created for this Improvement which can be found in the attachments.

There's potential in improvement to be able to create full seektable if user request that but it's out of the scope of this task.
