Add a illustration to the 'first run information dialog', PICARD-2671
A illustrator has been commissioned and briefed.

The brief summarized: a friendly looking cartoon wizard, with Picard colours/graphic elements integrated somewhere, waving their wand with their robe on fire behind them. The illustrator has been given leeway to feedback or change these details where needed to make the image 'work'.

This is a small illustration project to demonstrate the value of integrating inviting and friendly images into MeB/Picard, particularly new user facing elements. If successful we can look at creating a larger set of images, for instance to integrate into a Picard onboarding wizard.
